If you have not do so as of yet, I would suggest you download the Factory Service Manual for the 1981 models (D4, F2 and H1) models located in the File base here on ksrider. Keep in mind you must be logged on to kzr to have rights to do so. Here is a link to said lociation.

Yep, already have that. I will be ordering a hard copy, because they are much easier to use and I hate long screen reading projects. So I haven't read much of the pdf, just a few key points

Nice project.
Your lucky, the carbs are similar to the B1 models.
Later 650 CSRs had CV carbs, which are different.
I believe the rubber boots to the air box are unique to the CSR, and very difficult to get.
The air box is different than a B models I believe.

Thank you for that bad news, I needed to hear that. I bought this in part because Partzilla showed the ducts available, but I just called them and in fact they are not available. Drat. I'm not enthusiastic about pods and rejetting. I can try softening the ducts I have, but in my experience that's a very temporary fix. I will also check with clausstudios.com and see if they can make some, but that probably won't make economic sense. But this is all OK, I knew there was a good chance of unexpected problems ahead that might derail my interest.
Maybe this helps answer the question, Why no love for the 650 CSR?
But the good news, as you say, is that at worst I now have a spare set of carbs for the B.
In other news I pulled the sprocket cover and found a 15 tooth front sprocket, and a reused lock washer that was not locked. Kinda glad now that this thing didn't run.

Interestingly CMNSL list the "CSR specific" left/right boots as unobtainable but also list a generic part number for all 4 ?????

I don't have time to delve into it now but I don't see the 81 on that list or their website. Of course I could probably also switch carbs as I think jwfels did on on his 81 de-CSR-ification, but that's also more expense than I want to invest in this at least for now.

They don't list an 81 but what is your build date ? is it a July on 81 (82 model year) ?

the -1032 ducts are for the 82/83 models that have the BS32 carburetors. same ducts and carb holders as the 750-4s. aftermarket -1032 are available and can be adapted to the VM24 carburetors. usually by using radiator hose or similar. cut into rings to fit over he carburetor intakes. then the ducts fit over that. some have had success. others not so much.

Yes that may be the easiest, cheapest and possibly best option. Had to do some reading here to learn about them but I'm pretty sure I can do that without screwing it up. I hate the pod look though, but I hate not riding even more.

I'll be the "not so much guy" lol, so I will pass on that. I spent the last 10 years trying to keep the ducts on my 305 alive and thought I was leaving that kind of trouble behind. Guess again! I've also heard horror stories of people going to pods and having lots of trouble so I have a bad attitude about them. I was not aware of these air corrector jets before now but if they work as well as people say then I may have to reconsider my position on pods.

Maybe someone can test this theory. I don't have a B1 yet, and I don't even know if the one I'm getting has an airbox.
In some good news, I learned about the clutch interlock (thanks John) and was able to get it to crank using a headless bolt. I think I'll need a new battery before I can do a proper cold compression test.
