I feel like the "project" part of this is about completed. It's back on the road, which was my main goal and really only a faint whisper of hope when I started. Now it's just another old bike that needs some work. Thanks to all you KZRIDERs for the help along the way. 

My neighbor welded the frame yesterday. I have ridden it 17 miles in several shorter rides on the 5 mile loop around my house and mostly staying under 40mph. It has not shown any signs of mechanical problems other than carb and maybe timing work. The steering is fine. It goes straight if I take my hands off it at speed. It steers easily. It does u-turns. It starts up every time. On the road it sometimes hiccups-pops if I give it too much throttle, and it runs best with some choke. So obviously carbs are next. Runs far better than I expected though, pretty surprised I could ride it several miles at a time right off the bat. And I don't mind the handlebars at all. Much better than the mini apes. 
 
I will do the carbs and replace front tire but then I have to decide whether I want to invest any more in this one now, or save my limited funds for Project B1.
