Missing push cable

So my bike is missing the push throttle cable. I ordered this on ebay...

(I guess I can't post a link. You can search this ID in ebay for the listing: 301986685597)

Apparently its too short. I cannot get it to screw into the bracket and reach the hole on the throttle pulley. I am out of adjustment. I tried installing the nub first or thread first and not long enough.

Just to be clear, there are two mounting points on the carburetor for the outer cables to screw to. The pull cable is attached to the rear mounting point.

So either I'm doing something wrong or the cable is wrong. Does someone here have a cable that is correct OEM that is not installed that can be measured so I can compare that my cable is correct or not?
Would you also be able to measure the pull cable? I don't think that one is correct either.

In the rest position is doesn’t go around the pulley (this happens when the throttle is open)
do you have stock handlebars?

When in rest position, the two holes for the throttle cables are toward the rear of the carburetor. Maybe I’ll try to get a picture.

Here is a photo from the right side of the bike at full throttle. As you can see the pull cable is connected, but the push cable is not hooked up right now. So at rest The push cable would have to wrap underneath the pulley. I don’t see how the pulley could be installed incorrectly. I believe I have the stock handlebars. The issue is that the inner cable on the push cable is not long enough to reach the hole in the pulley.

Here is a photo of the mounting points. You can see the pole cable is hooked up in the push cable is not again. This is from the right side of the bike.

I think my own terminology is confusing me. So starting over, my setup is the opening cable (that is being pulled when accelerating) is attached to the rear bracket on the carb and is the green line show in your drawing. It only makes sense that way since the heavy spring on the pulley is keeping the carb closed and that cable is pulling it open. In the below photo, the cable to the right is the cable I'm referring to. What am I doing wrong? The cable that i'm haiving trouble hooking up because is it too short. It is the one that up till now was not even installed because the bike was operating without it.
By the way, these are only hooked up successfully because they are not connected to the throttle handle at the other end.

Something doesn't look right to me, at rest the pull cable should be wrapped around the pulley and the "close" cable to a much lesser degree. As the throttle opens the pull cable unwraps and the close cable wraps around the pulley.
