I have started to post on this topic several times but deleted my response each time. It could certainly be the cable is not long enough. As an aside there has been another post regarding the missing cable on a somewhat like machine. But if the adjusters and not working on one end of the cable I would want to look at the other end of the cable. I know I have run into issues with the metal adjusters that screw into throttle unit. One has to be screwed in further than the other or they hit each other.I can see how depending upon which of the cables gets screwed in further than the other can make one cable shorter than the other. I can also see where depending upon the manner the cables attach (the barrels on the cable ends) attach to the throttle grip, as it needs to be facing up and not towards the front or back of the bike or on the bottom. As I can see how not on the top could lengthen or shorten each of the cables.

28 May 2026 06:47Page 29 in the fsm identifies the pull cable as the "accelerator" cable, and shows it attached to the rear (airbox) side of the pulley, with what the factory calls "the other cable" attached to the front, or engine side of the pulley. As you said, that looks like the only way to rotate the shaft the correct direction.
Since the accelerator (opening) cable is the only one currently available from Kawasaki, it is possible that you have two of them. It looks to me like the other (closing) cable needs to a little bit longer to get around the pulley to the attachment point.
