Yeah Warren I'd say they didn't even disassemble the rack and they sure don't look as if they've been cleaned you can see the crust at the carb base, there's a blockage somewhere.

You could well be right but given they've taken the op's cash and clearly either done nothing or done them very badly I don't think it'd be wise to assume anything to be correct.

Among other things, the visible O-rings, on the Needle Jets and pump jets, are rotted.  

Edit: what to do is a quandary.  On one hand, they took money to do a job, but butchered it.  Best option, get a refund and do the rebuild yourself...or find a better builder.  2nd option, make them fix them...which is unlikely to happen, unless they have someone else in the shop more knowledgeable.

Thanks for all your comments.  This is very disappointing to me.  The shop that "worked on" the carbs is locally owned and has been in business for many years.   They've had the same employees for at least the past ten years.   I'll be talking with the owner about this and demanding a refund.   I've rebuilt the carbs on an old Triumph TR6, but not on a KZ650.  Guess I'll be learning.  I might be getting too old for this kind of sh*t.  

P.S.  The carbs are in the correct position by looking at the air screws.

I removed the tubes between the bowls.

Can't help on supplier as I'm in the UK but stay clear of ebay and if replacing any metal parts, jets etc, only use genuine mikuni parts. In reality you should only need to replace o rings and Gaskets everything else should just need a proper clean. 
Read through the carb sections in the fsm and you should be fine. 
Any concerns or questions there's plenty of experienced advice available on this forum so if in doubt just ask.

Keyster is the only company making decent rebuild kits.  Unless your brass parts are damaged, you shouldn't need new ones, though.  Most of the time, all you need is new bowl gaskets and fresh O-rings.  I've got O-ring kits if you decide to go that way.

Update and question:  I'm in-process of rebuilding the carbs after receiving O rings from Nessism.  (Thanks!)   Everything is now clean and the new O rings are in 
place.  When I started the reassembly I noticed that there may be a short vacuum hose missing between carbs 2 & 3.  See picture below.   There are short vacuum hoses between 1 & 2 and 3 & 4.   Am I correct that there should be a short vacuum hose between carbs 2 & 3?   I have several diagrams of the carbs but none show if there is a hose between carbs 2 & 3.
