You can get the shim out. Take a piece of cut off broom stick and tap on it until it gets free. Must have a burr in there. The valve springing back will help dislodge it.Use penetrating oil too.

Ok, ill get the penetrating oil, fill it up, let it sit for a day then go out and beat on it.

I don't think you have to do that. Just some tap,tap,tapping should do it. You'll hear when they free up. The lifters stick up so you can grab them by the lip and pull them out. Maybe with a slight twisting motion. Support the head on some blocks on the sides so the valves don't hit the bench.

Good thinking on the block thing, I have them raised up enough to grab a hold of the but they are not budging, they wont twist or anything right now, so hopefully the penetrating oil does its job.

Both were stuck in the downward position. I was able to tap on the valve side to get the back to normal, so they move....just with difficulty is all.

Don't hit the valve with metal. They might be bent.

Ouch!! Sounds like bent valve stems to me .

Turn the head upside down and fill the chambers with gas. You will know in an instant which valves are bent.
