VM29 Smoothbore slide setup

Finally rode my project, got my safety certification and about a 30 mile ride today, and still have a carb dilemma. My lowest idle is around 1200 without the ability to lower it with the idle adjusting screw. Is there a benchmark starting point for the slides/needles using the throttle stop or something else I’m missing? I got float heights perfect, 1/2mm wire under slides and it seems like I’m robbing fuel from the mixture circuit as I need it to be around 3/4 out instead of 1 1/4-11/2 turns out. Sudco book says start with unit closest to cable pulley using idle screw but where should that first slide be in order to duplicate others? Is there a setting for that slide to follow from the beginning? Thanks in advance for any advice.

It should be possible to back off the throttle stop screw and have the slides reach full bottom (no air-gap on the bottom).  If you can't do that, please check the sync adjusters at the top and make sure they aren't set to one extreme of the travel range.

#3 is not adjustable. That is the lead carb. Bench set it then bench sync the rest. 
I've had several sets of vm29 smoothbores and non have had a lead carb.
They were all individually adjustable the same as the stock VMs.
Maybe you are confusing them with the early Z1 VM28SCs.

Cutaway on the slides is 1.5. Mine have all 4 slides adjustable. Sudco book says start closest to pulley which is number three but I’m lost as to the actual starting position if slide is supposed to fully cover the passageway. Is there a slop position that will eventually give you the ability to close down the idle with the screw?

This is from the Sudco Mikuni book for reference. Floats were all done to exactly 23mm as advised in a previous post.

All the slides should bottom out in the carb bore with the idle screw fully backed off so wind out the idle screw and adjust all the slides until they all bottom out .
It doesn't matter which slide you adjust first.
You should also check that the adjustment on the throttle cables isn't too tight as this can prevent the slides from closing fully.

Zed1015, that sounds like what I need to address, additionally I am going to look at the stop for the pulley for correctness, throttle cables were good.

I do not know if any of this will be of help to you or not. But here is a view of the carb parts and a table that suggests jetting for some models, from a Mikuni catalog.
 

As an aside here is what wiredgeorge had to say about the suggested jetting
"If you are looking for a good laugh, find Sudco's VM29 jetting recommendations and try them out. HUGE main jets, HUGE pilot jets and the air screws cranked out way too far.  When I first started jetting 29s, I tried following these guidelines but guess what? hehe

The 29s are VERY VERY similar to the 76/77 KZ900A/B VM26s... same needle jet size, same jet needle size, same slide cut out and the main and pilot jets should be REAL close.  The 76/77 VM26 was a bit too rich when back in the good ol' days, the EPA didn't notice.  Those carbs will allow a bike to start with little or no choke and you can change to most any pipe without a flat spot.   

Air screws on 29s don't behave the same way as on other VM series carbs because of the hole in the screw towards the tip.  1/8 turn out is about right for #17 pilot jets. If you are not fouling plugs then you are not too rich... (pilot circuit)"

I have also included some pages from a 650 manual that explains how to bench sync carbs that have a notch on the engine side of the slide. Yes these are vm24 cabs and not the larger 29s the process should be much the same.
