J model decel fueling

Fairly new to the KZ thing but not to motos. I understand, from reading the manual, there is a circuit in these carbs that dumps fuel on decel. It's creating some smoke on decel, super rich. Is there anything that can be done to remedy this? 

Spark plugs - are you using resistor or non-resistor plugs? I understand the caps have resistors in them on the Police bikes to help with radio noise. Can't see the point in resistor plugs and caps. 

Trying to get this old girl dialed in for some long trips, any help would be appreciated.

The carbs DO NOT dump fuel on deceleration in any significant amount to cause excessive smoke....
The smoke only on deceleration is VERY LIKELY to be oil burning due to worn valve guides and/or stem seals and not rich running.
Worn guides or stem seals allow oil to be sucked down the valve stem by the vacuum that occurs in the cylinder on deceleration which is then burnt and exits as smoke..
Whilst the smoke can be tolerated the issue will only get worse and eventually cause plug fouling at which point you will need to replace the guide seals at the very least..

Is there anything that can be done to remedy this? If your carbs have the "enrichment/cruising" valves the diaphrams may have failed (not cheap) I assume the smoke is black (grey smoke on decel would suggest valve stem seals)

Ditto Zed's comments but a bit more stuff. Those old cop "P' models have been put thru their paces day-in day-out for years thru municipal service. When either mandated by New Machine or Model they were shuffled to State Auctions to just "get rid" of them. Often purchased by Funeral "cops" directing traffic or persons just wanting a Super Cheap KZ. I've seen them go in lots for 50USD a piece around here complete minus the blue lights/radio ect. Have a Friend that has maybe 50 of them and generally just uses parts because you can't sell them, aren't worth anything. But back to subject at hand. As Zed1015 said, NO deceleration or "air-cut" on these pedestrian available carbs. Only Kawaski that had that feature was the early ELR and J and won't fog the environment, just adds a bit of extra fuel when vacuum is high to keep exhaust from popping. If smoking, or sucking, upon de-accel it's pulling oil past the Intake valve guide seals when vacuum is highest or throttle butterfly is closed. If constant probably both or other issues. You do have a solenoid that uses vacuum from carb barbs to trigger the solenoid to allow extra fresh air into the head exhaust port but oil doesn't get in there.
