This can be caused by several things.
The fuel level is too high in one or both carburetors.
One or both of the float valves are leaking or stuck.
Somebody installed jets that are too big, or inferior aftermarket jets that are incorrectly made.
The air filter is clogged or there is a rodent nest in the air box.
The exhaust system is clogged with rust or rodent debris.
The ignition system is weak and not providing sufficient spark.
