How 'bout something simple like to enhance rigidity of the carb bank?  Naw, couldn't be that simple....

Is it possibly a pre-production change to stop the "gang" flexing and causing the throttle to stick ?

I do not know why it is used on some sets and not on others.  I can see it being either for a look or for needed or not to strengthen the carbs. Carbs are just hanging in rubber on both ends.
