Getting gas in 2 and 3 carb not in 1 and 4 carbs are clean could this be a vent problem

Since carbs 1&2 use one vent and carbs 3&4 use the other vent it sounds like your problem is not with venting. To start the diagnostics, I would check the carb hose routing on your bike against the image below to ensure that the hoses are connected correctly. Ed

Have you confirmed this by removing the bowl plugs and turning the gas on?
