Check valve clearance,compression test,check ignition/spark.
Then you can start buying jets.
The ST came with 110s,try 1 or 2 up(112.5 - 115),raise the needle 1 for starters.

Hello, nate78, and WELCOME to KZrider!
kawasaki.com shows for KZ1000-E1 shaft carbs: 115R main jet and 15 pilot jet.
Would restore the carbs to as-new condition and test run before changing either jet or the needle clip position.
The rule of thumb seems to be -- with pods and 4>1, typically increase stock main jets one size, maybe 2;
and might or might not help to increase the stock pilot jet to one size larger.
Position of the jet needle inside the needle jet governs air-fuel mixture during mid-range throttle operation.
A lower clip position raises the needle to a relatively higher position in the needle jet, which affords a richer mixture.
The main jet governs air-fuel mixture at wide open throttle.
Needle clip position has very little, if any, effect on the air-fuel mixture at wide open throttle.
Good Fortune!

Are stock carbs currently fitted? And what size jets (as they may have already been changed)?nate78 wrote: Cheers I've done all the clearances and timing just after more specific carby settings and mods

Clymers manual shows 110s and all 3 of the STs I have owned including the current unit came with 110s.
Current bike w/1105,high lift cams,police exhaust,main section of the stock air box w/K&N runs quite well with 110s and the needle raised one notch in the old 28s.

Kawsaki.com shows the clean air system on 1979 KZ1000-E1 shaft.
Removal doesn't impair performance, and reduces risks of air leaks.
