Fuel petcock diagram?

Fuel petcock diagram?

Is there anywhere on this site that shows a fuel petcock diagram? I put a tap back together on my 1979 650SR using a K&L repair kit. It is a vacuum petcock.
I replaced all the internal rubber gaskets and rings with new ones from the kit. But when I have the tap set to any of the three positions (RES, ON or PRIME) fuel flows. Shouldn't it only flow on PRIME and not run on the ON or RES positions if the vacuum isn't in operation? I'm wondering if i missed a step or have something put together wrong.

Would check for possibility of spring failing for whatever reason to push the 0-ring into position when there's no vacuum.
Or perhaps the 0-ring is damaged.
Also important that part #12 is correctly oriented.
