vm28 slide issue?

so I'm putting these vm28's back together and I have a question...
shouldn't the slides fully close the venturi when the idle adjust knob is fully backed out?
Here's a picture of mine: remember this is with the idle knob all the way out and the sync screw fully tightened down...

Can't really tell from this pic where looking into the air intake end of the carbs where the throttle slide cut-a-way appears.
Looking into the engine side of the carbs is where the slight space exists between bottom of throttle slide and carb body.
A bench sync with idle thumbscrew adjuster set in approximate mid-position is supposed to allow later idle thumbscrew setting up or down when fine tuning for best idle performance.
As known, "bench sync" is the effort to achieve equal positions of the throttle slides, viewed from the engine side of the carbs (opposite of the posted pic). The spaces may be matched by eye-balling or done with a small drill bit or paperclip wire used like a feeler gauge whereby the slight space existing between bottom of throttle slide and carb body is the same in all carbs.

so bench synching carbs consists of: (correct me if I'm wrong, please)
open the idle adjustment knob til it is off of the bell crank.
turn synch screws til the slides are all closed.
turn idle adjust knob til slides are open about 1/16"
tighten synch screws til the slides are barely open.
turn idle adjust knob until they are open about 1/16" again.
eh?
