I am tearing down the carbs and have this plastic plug that twists but doesn't seem to want to come out. I'm figuring this needs to come out before soaking the carbs. 82 kz750 spectre

Don't quote me on this, but I'd guess that the cap is supposed to be pulled out. It may have an o-ring on it that's most likely hardened. Maybe shoot some silicone spray or sumthin' on it.

Kawasaki.com has parts diagrams in the Owner Info section.

warogue, as mentioned check the Kawasaki site for all the diagrams and part descriptions for your bike here:

As you can see, the cap, O-ring and hidden jet are described as follows:

Based on this, looks as if all you have to do is pull the Polyester Cap a little harder to over come the O-ring and expose the Pilot jet then you'll be good-to-go.

That is a plug w/ o-ring to plug the slow jet well. The #35 slow jet is beneath that plug. It draws gas from a cross passage from the main jet well. The plug needs to come out and the pilot jet needs to be removed and cleaned. It can't be replaced as replacments are no longer available.
