Fuel in vacuum port covers?

Has anyone ever seen fuel in the vacuum port covers? I was doing a carb sync and all 4 had fuel in them. There is no fuel coming out of the overflow tubes so just can't figure out why so much fuel would get past the carbs.

I figured it was normal but the amount seemed excessive. Just wanted to make sure. Thanks for the info!
