Ditto that, find a suitable replacement. You have to know sometimes person's "coat" these tanks for a reason that go far beyond just covering flash rust. If somehow you do find a way to remove the existing coating it might turn out to be a pin cushion of holes in the metal? Sometimes we just have to pick our battles..

Totally agree that it's normally done for a reason, I only lined mine because of the amount of "fab" work I had done on the tank (HD filler and 22mm petcock mount), there was always the chance that a "pin hole" in a weld somewhere would have allowed fumes to "pickle" the paintDitto that, find a suitable replacement.
