It's one of those terms that gets used for many things and the first time I came across it was from the "good old US of A" when it was used in "customer service" training in reference to those paper bags you guys have at the supermarket that split halfway to the car and dump your shopping everywhere. A caring shop assistant would "double bag" your shopping to avoid mishap
