Would coils off a 1981 kz650 work on a 1978 kz650?

Not if the 81 was electronic ignition. The 1981 650 CSR was electronic. So, most likely they will NOT swap.
If you want to be sure, measure the resistance on the primary windings. Electronic ignition coils will measure about 2.5 ohms. The points coils will measure about 4 ohms.
But if you want, you can swap the entire ignition. That's the advancer, pickups, ignitor box, and coils.
