KZ305 lights failure - where to start?

Currently working through a new to me KZ305. Going to dig out the voltmeter here in the next few days to start testing wires, but wanted to see if anyone could suggest some common areas of failure or starting places for me to look at. Unfortunately the wiring diagram is pretty blurry on the digital copy of the shop book I have so this has been part of my hesitance to dig in yet as well.
Issue: All lights are not working. Headlights, dummy lights, flashers, brake light, etc. are all non-working. The bike has a kill switch which when turned on, the bike kicks over and has spark to plugs. I haven't gotten it started as I'm also going through the entire system including a fairly rusty tank and carbs, along with replacing all the old rubber, etc. When I purchased the bike, the PO had a dead battery but jump started it using another battery via jumpers and got it running. Lights worked then but once turning on flashers, died and haven't worked since.
Things I've done so far: Replaced entire fuse box including new fuses (old one was a mess). Put in a new battery and have tested it and bike turns over easily with electric starter. The PO installed LED lights and thus had also installed a flasher relay for LEDs. I did swap to a new known working flasher relay and still nothing.
There is a very slight light that comes on for the LED headlight but otherwise when turning the key there are no changes to the bike, other than that the starter switch kicks over the starter and spark will show on a plug when put up against the case. More than wiling to do some voltage drop testing but if anyone has any ideas on where to start and/or there's some common issue these bikes suffer from, I'd love to know. Thanks for any help in advance!

Today 12:15Ah good point. I totally looked over the one in the file base. Downloaded and appears legible. Going to start going through the wiring. Another old thread had a good point to check the bulbs which I hadn't considered yet. My thinking was some issue due when the bike was hooked up to the jumper battery at PO's property such as a surge. At least one of the fuses had been blown, but as stated above, a new fuse didn't solve the issue.Are you looking at the pdf from this website? Its legible.
