1982 750LTD  Should the headlight cut out while cranking the engine?

I had a couple Honda (!) Interceptors in the mid 80's (84 and an 86) and the headlight was always on when ignition was on but the headlight went out while the starter was operating, so I wouldn't be surprised if yours is the same. That was when the manufacturers added daytime running lights.

Mine does not turn off when cranking the engine.  That, coupled with the fact that my starter seems weak  makes the bike not want to start when warm.  I'm getting a little over 8 volts at the coils when cranking

Mine comes on as soon as you push the starter button. Have you checked the battery, Have someone check it with a load tester if you can.

What is the battery voltage when you get 8v at the coils, if you connect your voltmeter red to battery positive and black to the positive side of your coils the reading will be the difference between the two points (should be no more than 0.5v)

That is too high, rather than chase your tail through several possible causes of resistance I would suggest you fit a "by-pass" relay (wired George mod) there are several threads on the topic if you use the "search" function

I had a relay sitting around since I planned to do the mod to my old Goldwing but never got around to it.  I did the mod to the 750 today.  I didn't get a chance to get the bike up to full temp due to rain but so far it seems like it's starting easier
