Clean it up some before anything. I do not know what it is but in looking at the stock wiring diagram there are a couple of connections that have 2 connections. From the location of it in the pic I would guess it is part of the fuel level sensor, but it is just a guess.

I agree with Tex you can see the tape just past the plug . That’s a Bob cobb repair.

AFAIK non of the KZ650 ever had a fuel level sender unit.
It looks like more like the disintegrated leftover of a 3 spade connector plug for the turn signal alarm beeper, just my guess.

This topic has made me do some more looking at this and to the best of my knowledge it appears that all of the (K)Z650 SR (D models) and all of the CSR (H models) and well as the one and only LTD (E model) all have this sensor device that lights a light in the tach when the fuel level is low. This appears to be true of all the models intended for US and the rest of the world.
