1984 KZ1000 P, not sure of anything else on the model. I turn on the key and have lights on the dash and the RPM gauge but nothing else. The starter button will not work, nor do i have any lights anywhere on the bike. The battery is new and fully charged, and I do not find any blown fuses. I can jump the starter relay and the engine will turn over, so I am sure that the coils are not hot, but i have not pulled a spark plug at this time. What do I do next?

with the ignition on check both sides of all the fuses with a voltmeter connected to the battery ground terminal

Kinda sounds like the loom is not earthed back to the neg terminal. 
On the neg battery pole there are normally two wires. One is the big thick one that earth's the engine. The second is a normal loom sized wire. This second wire normally has a bullet connector which connects to an opposing wire from the loom. Both are normally either black or black and yellow. If these are not connected cleanly bulbs like neutral and oil will still work as they earth through the engine via the thick wire to the battery neg. Pretty much nothing else will work as it won't be earthed. 
Not sure on you bike where that connection will be but it'll be close to the battery, possibly under the rh side panel. 
Both male and female connectors will be single bullet not part of a multi connector block.
May just need pulling apart and cleaning or may not be connected at all due to when you changed the battery you inadvertently dislodged the connection from moving the neg terminal wires.

So I checked, cleaned and made sure the ground was true. Verified that the fuse block is bad. First fuse from the left side has no voltage. So I am looking for an OEM fuse block.

I Had a similar situation on my 1981 750LTD I was ride along and suddenly the bikes electrical system was dead, after checking for power at  each side of the fuses I found that a fuse that looked good had come disconnected inside at the end cap. and was not visible from the out side. 
you say you need a new fuse block, is it possible the fuse block is good just a sneeky faulty fuse .
just thought I would mention it.
