My carbs run about -12in/hg at idle.
I had to sync them a couple weeks ago.
Your valve should flow at lower vacuums around  -5 in/hg.
I've used my mouth in the past to activate the petcock(not recommended unless you want gasoline fumes in your lungs)
My mouth can pull -5 in/hg.

I agree, no need to remove the tank. I’d be careful of the amount of vacuum you apply. To much and you might damage the diaphragm. Take the vacuum and fuel line off the petcock, add a section of hose to the outlet and apply a small amount of vacuum, if fuel flows good, if not make sure there is enough fuel in the tank to overcome the reserve lever. If it doesn’t flow then you have something damaged or plugged in the petcock. Appears OEM parts are still available.

Most sync gauges have restrictors inline. The vacuum might be higher. I have never tested the value.

Hello, it’s been a little while. Just wanted to give hopefully a last update on the bike. I just wanted to wait and make sure it was working properly before writing up.   So my last issue with the gas was because the new ( cheap carb float needles) on 1st carb was getting stock and overflowing when bike was running. Luckily for me I saved all of those old part I replaced and I reinstalled the float needle but before I saw a few videos on polishing the seat. And yes it was f the best way but used a Q tip on my drill and tried to clean as much as possible the seat. Once reassembled it was good to go. No more leaks, I have done a few 1/2 trips here and there as I been able and she’s sailing smooth! Thank you all who commented and helped me out! Ride safe!
