Might be just a weak battery.
Would have battery load-tested, which is usually a free service provided anywhere batteries are sold such as AutoZone, Walmart, etc.
It's best to service the battery and charge it overnight before taking it in for a load test.
As known, a voltage reading of 12 volts between the battery terminals is possible even with a very weak battery.
Will the battery produce a strong bright headlight?
Does the headlight automatically turn on when the ignition switch is turned ON?

Yes the headlight is automatic...an yes it's a bright light ....I'll try another battery thoe

I too have an 82 is 250 which currently isn't getting spark . I figured the way I got the bike with a questionable CDI/idnitikn module/igniter, and bought a used one online (which the seller indicated in his ad that it was a working part) I have voltage to both sides of cool and still no spark also have current at terminals at CDI connection. I'm also baffled.

Try bypassing the kill switch
Have you diagnose the coil?
Check the pickup by the stator
Check the stator
Mine was the cod box. An instead of buying a New one for 150 plus dollars. I went to the local parts store an bought a (pickup control module) for a Chevy hei distrbuter. An wired it in

Also, clean up all of the spark plug wire connections. The ribbed compression boot unscrews from the coil. If there's the white crusty oxidation, nip off the ends of the plug wire a tad. Or go ahead & install a new spark plug wire. I solved an intermittent firing problem by redoing the connections; then latter installed new 7mm copper core spark plug wires & Dyna ignition coils. new spark plugs wouldn't hurt.
PS: don't believe the "working part" stuff --- test it as per the manual. people don't know or flat out lie.

The ones that sell you a part are gambling on the fact most people just buy something else or go away. Paying for the return shipping can be a deterrent too.

I have simiilar problem , no spark but voltage at both sides of coil and at the cdi/ignition module. Not exactly sure what the mechanism is hat triggers the hall effect in the coil (such as areluctor and pickup). I replaced ignition module that came with bi,e due to its being opened and appeared sketchy (appearance of smal, crack in one of the pcb's inside). Got a supposedly working used one online.
