82 KZ750H3 turn signal question

Hopefully a stupid question.....

I was going through some electrical checks on my new acquisition and noticed that with the ignition on, not only does the headlight comes on but both front turn signals come on steady too. The rear lights don't come on and when you signal or use the hazard lights you can see the front turn signals flashing.

My 79 kz400 doesn't do this. Is this supposed to happen or do I have (another) electrical problem?

The 2 front lights are running lights, and yes there supposed to do that. Back Signals do not.
