You are looking at the tdc mark, not the ignition timing mark, right?

Well SOMEONE wanted me to check the valve clearance and now I am so that pic is what I have right now. Manual says .015 gap but mine is way smaller or maybe non existent

The manual should give a range, like .010 - .020 or some such. If the minimum is .015 and all of yours measure .008 or less, then thinner shims are needed to get the gap within range.

Yes and SOMEONE didn't want to do it. These were all suggestions of how to find the real problem and it seems obvious the carbs are not at fault.

Looks like .008 mm is the very limit. The next thinner shim shoul give the .008 valve .013, which woul be ideal. Most guys shoot for wider half of the allowable range. In this case that would be .013 - .018.
