No, you're not an idiot.

In the "ON" and "RES" positions the fuel won't flow until the vacuum from the engine cause it to do so, that's what the smaller hose on the petcock is for.
In the "PRI" position fuel will flow via gravity, which is designed to fill the float bowls should you happen run the fuel system (tank AND carbs) bone-dry.
