I think with the part number being out of sequence for the tools Jim mentioned it may well have come from a partner supplier in Europe as with VWG. Jaguars special tools come through Bosch in Germany!!!! (For an English car)

Yes it's quite odd, everything else on that board and in general is the typical 57001, it makes you wonder who organised those specific tool boards in the 70s, the company that photographed the tools in the beginning and then produced a run of shadow boards is called Repro arts of great Yarmouth and they are still in business! 
they would have simply photographed all those tools from above and printed whatever number that was on each tool next to its outline....
If I cant track down and buy an original board, I plan to contact Repro Arts on the off chance that they still have the original shadow board files somewhere..
