Stater cover help

Should the inside of a stater cover have oil in it?
Watch it folks,i have sticky fingers when it comes to a nice looking set of handle bars:)

And what is the best way to see if your stater is bad?

Measure the AC voltage on each of the legs.

Um....what are the legs? And where do i get an ohm meter?

Thanks for the help ya'll i had my wife posting and i was getting updates via cell phone...turns out the stator was bad and,,,yeah i asked if a stator had oil in it,,LMAO i truely have never took the cover off and when we saw oil coming out we were like wtf!..thanks for the help..:P ;)
