Oil Level & Clutch Slippage

Hi.  Can grossly over filling with engine oil cause the clutch to slip like mad and does draining off excess remedy or are there other steps to be taken.  I am unable to retest the clutch at the moment.

Drain the oil down to the proper level
and it should be fine

   If  the API symbol on the oil container oil says 'Resource Conserving', the oil contains friction modifiers that can cause a wet clutch to slip regardless of oil level.  'Resource Conserving' oil is intended for a car.  JASO MA / JASO MA2 motor oil is appropriate for bikes with wet clutches.

To add to this a bit, you can look for oil intended for diesel engines, e.g. Shell Rotella T4. It meets the JASO standards that slmjim+Z1BEBE described.

Also if you have used the wrong oil, I suspect your clutch fiber plates are now toast and will need to be replaced.

Are you sure its been over filled  and you haven't left the fuel tap on on or prime and filled your gearbox with petrol? 
if it is petrol/oil mix then running that engine will wash the bores instead of lubricating them. Your bores and rings will be destroyed in very short order if so.
drain some out into a tin. Put a blowtorch on it. If it catches alight it has petrol in it and needs to be drained and replaced immediately.
