99% of the time there are no quick fixes for 40 year old motorcycles.  From what you wrote here the carbs need a total rebuild (not just opening the float bowls and spraying junk inside and installing aftermarket "carb kits") and the stock airbox needs to be reinstalled.  Next, a starter clutch rebuild.  You can purchase the rollers and springs new from Kawasaki.  You are looking at a good many hours of work doing these tasks but both are very doable as long as you take your time and don't try to take shortcuts.

Well, Nessism did a pretty good job of summarizing most of my lost post.
When you rebuild the carbs, also rebuild the fuel valve (petcock). If those carbs have a brass overflow tube, check them carefully for hairline cracks near where they are pressed into the bowls.
Also, any time carbs overflow, the engine oil level should be checked, and the oil should be sniffed for gasoline smell. If the oil has been contaminated, it and the filter need to be immediately replaced.

Good point about the overflow tubes; they love to crack on the Keihin CV34's.  I've posted info on how to replace them before, or do a google search since the Honda guys have the same problems and there is lots of info available on the web.
