Sounds like your starter clutch mechanism need some attention.

You guys know if that's a rebuild situation or a new starter deal?

Is it best to take it apart to see what is damaged first? Or is it obviously the starter clutch?
Also, i can only find repair kits on EBay containing 9,10, and 11. None i see contain 12 and 14. Do you have a good source for the parts?

Dont get a repair kit or you will be doing it again in a few months. You need to buy a whole new starter unit. Available in the uk from zpower for about £110.00. If z1enterprises dont carry them zpower will ship if your in the US/Canada
Replacement involves work to both sides and dropping the sump. Its located in the heart of the engine but can be done from underneath with the engine in.

Z1000J2 somewhat modified!

KZrider members weeZee and Daftrusty do a ZR7 starter clutch conversion with more advance, stronger and cheaper used parts.
AFAIK Daftrusty did a six gear conversion too!!
