I wonder if this stuff is a lot different than Naval Jelly?

Naval Jell works OK, but: it can't be used as a fertilizer after you are done with it;)

I've used Naval Jelly.....waste of time/money IMO.
Rusteco which I haven't used is, I believe, the same stuff as Evapo-Rust, which I HAVE used.
Evapo-Rust is fantastic stuff. I have cleaned at least 5 tanks with this stuff and it's just plain amazing.
It's not an acid, so
1) no hazmat gear required.
2) it will NOT harm your paint, plastic or rubber.
3) you can leave in the tank for weeks, if you want.
4) it doesn't have any "chemical" smell. You can use it in your basement and SWMBO will never even know.

If you use it on a tank, f'rinstance, with light rust you will be able to re-use it for other rusty items afterwards. It's totally non-hazardous so when it's finally done, you can dispose of it down the drain without any enviro-guilt on your part.
Yes, there IS one downside problem to these kinds of rust removers....you MUST/MUST/MUST remove absolutely
ALL petroleum based residues from whatever you're trying to de-rust....so that means using a degreaser beforehand.....but it's a small price to pay for something that's so effective. My helmet is off to the guy that invented this stuff.
KZ650C2 Stock/mint. Goes by "Ace".
H2A Built from a genuine basket case. Yes,it's a hot rod.
GT550A Stock/mint. Pleasant stroker.

Various H2 projects in the wings.

Just checked Evapo-rust website, they sell it at auto zone, just 2 miles from my house! Guess where I am going tomorrow?

Let me know when you get it, and if it works - Auto Zone is close to my house too.

you have to be careful about the "friendly" products, they are safe until you use them since the pick up oils and residue that are not friendly,
