It looks like you have spoked wheels, if so I am almost sure your front wheel needs to be trued.. The headset is a possibility but I vote for spokes.. I had the exact same problem..

Don't forget pilot error. Check everthing mentiond......I myself suspect head bearings......65 is not that fast for a normal headshake or speed wobble. In most cases the high speed wobble was caused by the old steel frames and swingarms. 1000's were known to change lanes on you without notice. 650's were a little tamer.

I've had worn and mismatched tires cause it but at a higher speed. When I first got my KZ650 back in 77 my buddy got a KZ1000 and his bike always got a little wobble over a 100mph. His bike was brand new, checked everything but still always had a small wobble.
