Check the steering neck, and read the VIN label

Agree the frame number will tell you what the frame began it life as. Will say you have great looking machine. It has the tank/side covers and tail that were stock on B, C and F models. A single disk in front a a disk in back with cast wheels. Stock the B models had a single disk in front and drum in rear with spoke wheels. The C models had dual disks in front and single disk in rear with cast wheels. The F models had a single disk in front a drum in the rear and cast wheels. So to me is appears that there has been some conversion of wheels, brakes made on it from stock. But what do I know?
Here is a table I created in the past with frame and engine numbers for the 650s. Never claimed it was 100% correct just what info I could find and make sense of.
Here are some of the differences between models
B models
front axle on bottom of forks
spoke wheels
drum rear brake
single disk front brake
B1 in front of fork - rest behind fork
Some non-US markets have dual front disks
18 in rear tire
ducktail
chrome fenders (both)
rounded fuel tank shape
kick starter
engine silver
77 and 78 models have single bolt front foot pegs
79 and later have 2 bolt front foot pegs
C models
front axle on bottom of forks
cast wheels
dual front disk
single rear disk
18 in rear tire
ducktail
chrome fenders
rounded fuel tank shape
kick starter
engine silver
77 and 78 models have single bolt front foot pegs
79 and later have 2 bolt front foot pegs
D models SR
front axle on bottom of forks
cast wheels
dual front disk
single rear disk
16 in rear tire
no ducktail
painted fenders
more angular fuel tank shape raised flat down center
kicker starter
D1, D1A, D2, D3 cross over exhaust pipes
D4 non cross over pipes
engine silver
fuel level senser light in tach
Non-US market D models Z650 D2 LTD 1979
front axle on bottom of forks
cast wheels
dual front disk
single rear disk
18 in rear tire
no ducktail
painted fenders
more angular fuel tank shape raised flat down center
fuel level senser light in tach
E models LTD US market

F models

F1,F2 chrome fender both
F3,F4 painted fenders

F2, F3, F4 no kick starter

F2, F3, F4 black engine
H models CSR

H3 cast wheels
Single disk in front

The frame number falls within the range of 1979 C3 models that I could find and make sense of. The engine number falls within the ranges I could find for 1978 model years. I do not know this as fact but it would appear your great looking machine is an altered version of several models. I mean it is over 45 years old and who knows what has or has not been done to it.
If it were up to me I would call it a C3 model.

We personally don't know KZ650's well at all. The aircooled Z1's / KZ900's / KZ1000's / KZ1100's could, to a point, all be (re)assembled interchangeably, sorta like Legos, wherein they all over many years & models of production pretty much just fits together with little drama. They're commonly referred to as 'Frankenbikes'. Looks like that's the case here.

Welcome.
Your bike looks like a fairly stock 1979 C3, the big tells are the rear 18" disk mag wheel, and the two bolt front foot peg mounts (only after '79)
It looks like a PO has installed a LTD front end on it.
The LTD style headlight bracket mounts to the upper triple tree and single disk brake (stock cover on RH side of axle) F model bikes also had the same front wheel/brake but the headlight brackets were conventional. All C models only came with dual disk brakes which requires a bigger front master cylinder.
Here is a good online resource for all models of KZ650 :
