When my frame was white it got the most comments about it but I don't have a pic if it. On my last rebuild I went with one of those colors that change depending on the angle you look at it. It looked bitchen when fresh but you can't touch it up and now it's got a lot of scratches.

My KZ650 had a white frame with red body work prior to the crash, I really liked that look. I liked it so much the replacement frame Mark Wing gave me is currently at the power coaters shop getting painted white again for the re-build.

You should post a picture of the bike in question so we can advise you how best to mess it up with flashy paint jobs!! 
Or at least just give us an idea what you had in mind for the scheme of the rest of the bike, because even an outrageously colored frame could have its place with the right bike.
But, for my two cents I say 99 times out of a hundred, just go gloss black and let the rest of the bike flash.
If you're bent on doing something unique with the frame itself, consider something more subtle and tasteful, and always make sure it "works" with the overall theme- true genius of design is knowing when to stop!
One of my absolute favorite custom builds of all time is a Kawasaki the wrenchmonkees did where the frame is not black (a departure from their usual clean tastes) but it looks awesome.
Kind of a metallic deep brown color like popssss's bike. Beautiful color for the right look!
