Here's a pic of the hight of my progessive springs in the tubes. Note that I can get the top caps on quite easily. I will put in one of the below spacers on each side. They are about 1/2 inch in hight. I was going to put two spacers in. I got two in the left fork, but could not manage to get two in the right, so I ended up using only one on each side.

To me the springs look like they are too far down in the tubes - you need to get a little preload on the springs. I would expect them to stick out of the tubes at least 1/2" before putting the caps on.
