I'm wondering if your timing is off causing a high idle speed.
You are trying to bring the idle speed down by richening the idle mixture.

Can you borrow a timing light?
How did you set the timing?

I followed the service manual with an ohm meter. It was difficult....I'll borrow a light and report back.

Thought I would update this thread. The problem was the condenser next to the points. Once replaced, problems are gone. Actually still idles a tad high but I think that is mechanical. I can push on the throttle pulley and the idle comes down. Just not sure yet what is causing it to hold open. The throttle cable has slack and the idle adjuster is all the way out.

I did find out that the push cable is missing. I have it ordered. But, that doesn't seam like the cause of the high idle. Seams like the spring in the throttle pulley is what really pulls it back. What's the push cable for? Is it just a safety in case the throttle pulley spring breaks or gets hung up?

The second cable is indeed to manually close the throttle. High idle would suggest air leaks - when you rebuilt the carbs did you remove the throttle butterflies?

I did not remove the butterflies. I didn't think it was necessary. Was I wrong?
I've checked over and over for air leaks.
I can put a screwdriver against the top of the throttle pulley while running and with just a little pressure can hear the idle come down and it seams to stay down. When I say high idle, by the way.... its at 1500. Not super high.

No you weren’t wrong, I asked because if the butterflies aren’t adjusted correctly they won’t close fully. How have you synced the two carbs together? A good baseline is a static sync (procedure is in the manual) if you wind the idle adjuster fully off and hold the carbs up to the light is there any gaps around either of the butterflies? This is technically still an air leak as it is uncontrolled!!

I just did the best I could to align them visually. I'll check out the manual on the static sync procedure. Thanks.

I don't understand how you do a vacuum sync, how do you get in there when the bike is running? do you rig up a temporary gas tank?

Yes, to vacuum sync ideally you want the tank off and a temp set up. I have a small tank from a mower for this
