a couple questions

new to site got couple small issues
1st one have fuel comeing out of over flow on one but it only happens when you eather first tip the bike up strait or put it on side stand it only burpes a little fuel out then stops have adjusted floats dont dare go any lower
2 only reason this one is in carb section is i think it is carb related when it is cold and you first start it it idles fine let it warm up some take off choke ideles fine but on rasing rpms it makes small pop out right exaust and lacks on power then all at ones it will rev fine and has all kind of power dont know if might be related to above problem
last one for now the fuel shut off leaks by a little bit it will actually run in off postion and what is the vacum line for on the petcock

The overflow problem sounds like your float valves need to be cleaned or replaced. If the petcock is leaking in the off position and the float valve(s) are leaking, too much fuel is entering you carb bowls no matter where you have the float level set. The float level simply determines at what level the float valves close, but if they're leaking the bowls will overfill regardless of the float level. The leaking petcock is allowing fuel to constantly be avalable at the carb inlets. This could be a bigger problem if the float valves start leaking badly. I would start by replacing or rebuilding the petcock so you can easily shut off the fuel flow while you work on the float valves. Ed

the petcock barly drips but am going to fix it been adjusting floats with carbs on bike NOT EASY really need to take carbs off and do real good cleaning but can't figure how to get the stubid air book off with out taking a saw or hamer to it any help would be great

The good news is the float valves are fairly easy to clean with the carbs on the bike. Just drop the bowls, pull the floats, and the float valve needles drop out. Clean the seats and needles carefully with carb cleaner, q-tips, or the like. Don't use anything abrasive. Ed
