quick question. are the jets with a higher number larger diameter hole. or is it the other way around? thanks.

Technically, yes. Bigger number = larger flow. Most of the time this means a larger hole, but it can also mean a shorter hole or different tapers on either side as well. Sometimes one manufacturers jet numbers don't equate to another's.
