Idles high, may be choke related

79 kz750 only runs well when the idle is set to around 2000 rpms. I'm trying to address the problem by checking for airleaks, cleaning the carbs, setting the floats, etc. Anyway something is wrong with the choke. When I put the choke lever down to take the bike off choke the lever moves but the choke doesn't want to close. Here's a picture of what I'm talking about.
When I push the top of it(area that is circled) it doesn't want to drop. I've never messed with these carbs but I don't think this is normal. Any ideas on troubleshooting this?

No offense intended, but that carb looks really dirty. I would start by cleaning the carbs well and see if the problem goes away. Ed

Any tutorials online for cleaning these carbs? I have a service manual but its not that great.

Hands down the #1 issue with "no idle, rough idle, no rev, no start" is simply dirty carbs from bad fuel and internal moisture corrosion. The issue is even more elevated with the new garbage E10 fuel.
