2. Still could be the needle binding when the float isn't all the way up, in fact it still probably is.

which needle?

Float, it controls the fuel flow to the float bowl.

Again, a manual would be very helpful here.

eBay is loaded with them. Just be sure to buy a Kawasaki factory manual not clymers or haynes; and be sure it covers your exact year/model. You'll love it! Ed

"While engine idles (and fuel discharging from overflow hoses) ---

Rap smartly against sides of float bowls, using a plastic mallet or large screw driver handle.

Sometime helps freshly cleaned float valves to get fully seated, and often without future leakage.

Good Fortune! "

+1. Great post. Also add some Seafoam to your tank. Start the bike up, let it run for a minute or two and shut it down. Head out to the garage the next morning, crank her up, and hit the road for a nice ride :)

Unless someone messed with the float heights in the past or the floats were swapped they should be fine.

Here is the needle height on the one which is leaking. It's a hair higher than the other and it's not fully resting it looks.

ps. The bike currently isn't running so any test with it on aren't gonna work

That's not the float valve needle, you are looking at the needle which controls the mid range fuel delivery. That's not what controls the fuel in the bowl, or causes fuel to leak out vents.
