94 KZ1000 P13 Open Headers/Jetting?

I'm building a chopper using a 94 KZ1000 P13 Police Bike. I'd like to run open headers pipes. I know that usually you need to up jet the carbs on most engines. I havn't been able to find any jet kits or anything for this model. So what would need to be done for this mod? Being a police bike would it already be jetted up enough to handle it?

May sound obnoxious but fortunatly we have no sound restrictions for bikes in Texas! I've been nearly run over too many times from people not paying attention. I like to be heard. Plus I just love to hear each cylinder hit.
