well wait a second,you say it returns to idle when you run the throttle manually with no cables when motor is running?Well, no luck on the advance arms. Dropped the throttle cable and accelerated manually, not the cable. Spring is fine not weak. Slides snap back when I release.
Guess I'll rip em back off, change out all float needles and seats, re-adjust floats, pull caps and take a look above the slides and see if tabs are rubbing.
29's can be a real pain in the you know what.

You guys are awesome, I appreciate all the responses.
I hooked up a clear tube rig by cutting an inch of 3/8 reinforced fuel line. The O.D. fits snug in the bowl drain threads and the clear 1/4 slides perfect inside. I fitted it into #4 bowl, opened the Pingel and it filled just to the seam.
Will check it again with engine running, which reading is the correct level to go by.

To the seam is too high (likely contribute to an overly rich condition).
Ideal setting is 3mm below gasket surface.
Would shoot for 2~4mm below gasket.
Am doubtful that the existing and slightly too high fuel level is causing the racing idle.
