What's wrong? 29 smoothbore vacuum issue maybe?

Well, no luck on the advance arms. Dropped the throttle cable and accelerated manually, not the cable. Spring is fine not weak. Slides snap back when I release.
Guess I'll rip em back off, change out all float needles and seats, re-adjust floats, pull caps and take a look above the slides and see if tabs are rubbing.
29's can be a real pain in the you know what.

you have an air leak then.....as patton suggested, boots may be suspect.......if you dont know the age, just get new ones......pods and a pipe? confirm pilot and main jet sizes and report back.....29's are no more of a pain in the ass than 28's or 26's if boots are bad and they arent jetted right for the application/mods........

I will inspect them when I pull the rack off. I did spray carb cleaner around the boots and throttle bodies but got no reactions.

...What if the float levels are off? I used a cheap caliper. Set them at 23mm. Would 2mm too high cause it?

Could use clear tube method to determine fuel level inside smoothbore float bowls
.
Without a side located drain screw, may collect fuel from hole at bottom of bowl.
Some folks adapt a spare 17mm bolt plug by drilling and fitting a nipple to attach the clear tube.
I just use a cone shape rubber plug pressed into the drain, with a hole through the rubber plug, and the clear tube fitted snugly inside the rubber plug hole. Then hold the rubber plug in position during the measurement.
Some minimal leakage won't affect the results, as fuel volume entering the bowl exceeds any leakage.

Another possible source of air leak could be worn or defective or missing o-rings on pilot air screws.
