83 kz1100-l1 Ltd shaft doesn't return to idle

I just rebuilt my carbs. Throttle response is normal when Sitting still but when driving and you release throttle rpms stay up. I took bike to have carbs synchronized but had vacuum leak. I know throttle cable isn't binding. I'm. Using cellphone so I can't use search effectively. Besides throttle Cable Issues what in carbs will cause rpms to stay up when Cable is relaxed? If I leave in gear. And slow down to get rpms down they will stay approximately same when I squeeze clutch. I ordered Carb holders to stop vacuum leak.

Old carb holders that are allowing air leaks often result in a racing idle.
Replacing the old carb holders with the new carb holders will likely resolve the issue.

is there something else to look at? i was under the impression thbat a slight air leak at holders will cause it to run lean... i just want to verify if anything other than cable dragging, would cause idle to stay up after releasing throttle; after releasing rpms will drop slowly (really, really slow). i just rebuilt carbs, i dont know much about carbs, i replaced the main jets with 120 & orignal was 117.5... the other jets were 40 and 37.5 (same as what i pulled out)... i just took air mix screw out on 4 and noticed i forgot spring... i want to know if something else could cause issues with rpms not decreasing properly when driving, that way i can verify things before i stick back on bike (to me its a pain to take off and put back)... also, what position are the boots at airbox suppose to be in(they got notches on 2 sides, and 2 flat edges)?

Just want to say thanks. Got holders on today and figured out idle issue was the darn idle adjustment was advanced too far... feel like a nincomput...
