carb question

I picked up a 78 750b3 from a guy that had no idea what he was doing... lots of things hooked up wrong. My question is; should the nipples on the rubber boots going from the motor to the carbs be connected to eachother or capped.

On KZ750 twins, kawasaki.com shows a "balance tube" connecting the two nipples.
Am uncertain how much "balancing" they actually accomplish when connected together.
But neither nipple should be left exposed to open air.

plugged, those ports are for hooking up a set of vac.gauges to sinc.the carbs when adjusting them. if you have a vac operated pet cock then only one is needed to make the petcock work.
