What the ???. First, good for you to try this.
But is that LUV about 1800cc? Small carbs for that.
1st the 2 vacumn lines, are just bowl vents.
The chokes are just enrichener tubes.
Have someone crankover the motor.
And hold your palms over the outlets of the carbs.
Feel for suction, if you have that it should draw fuel in.
What made me think here! Is in the 70's Bill Hahn used a GM ignition from a Chevy LUV 4 cyl. to make his turbo pressure retard, belt drive ignition for the Z1 - KZ900's.
I used 1 of them for years, standard 4 prong ign module.
The distributor cap was from the 4cyl LUV, only thing is
you had to turn about .025 thou off of the bottom lip.
Boy I sod that before ebay. Still got $75 for it.
There is your chevy LUV history lesson for today.
Go back to the drawing board and put 2 Harley carbs on a manifold, Weber side drafts or SU's
Most of all BE CAREFUL! with gas and spark and battery

Here's an example of carb connections.
This particular example (yellow color) has a 5th vacuum nipple dedicated to a vacuum petcock.
Vacuum nipples are capped during normal running (or sometimes one is used to operate a vacuum petcock).
The bowls vent to open air (no vacuum).
These carbs are designed to function with fuel being gravity fed to their flow bowls through a float valve (needle and seat).
Wondering if the fuel pump might be over-doing the fuel supply into the carbs, perhaps resulting in constant overflow through the nipples on bottom of float bowls.
The fuel valves are prone enough to leaking with only the expected gravity feed. Seems the fuel pump would be even worse.
Good Fortune!

In the example shown, there's a "fuel pump" at bottom of 2nd carb from left, which is manually operated on fuel already gravity fed into the float bowl.
Can't see whether the carbs at hand might have a "fuel pump" on the bottom of one carb.
Many motorcycle carb foursomes are not equipped with a fuel pump (which is an added complexity).
As I recall, the fuel pump was introduced to improve low speed response incident to compliance with the then new EPA leaner exhaust emission requirements during the late 70's.
