The vacuum line from the petcock would go to the #2 carb manifold nipple. Look at the black rubber manifold between the cylinder head and carb, there should be a nipple either on the top or the bottom. Each manifold should have one, #1 and #4 should have hoses going together to a "T", then forward to your air control valve. This along with the fresh air system might have been removed and plugged though. #3 should just be capped.
